Draft ToRs for Development of a Mobile App and Training of 50 Human Rights Defenders/Community Support Organizations’ representatives to monitor rights violations and discrimination cases

Project title: Safeguarding the Rights of Transgender and Intersex Communities in Pakistan.

Project Implementation period: (APRIL 2021-MARCH 2023)

Introduction and Background of the project:

This project is designed to address the key challenge of lack of identity, recognition and access to basic rights of Transgender and Intersex persons as citizen of Pakistan. Alongside, this project seeks to address the problem of discrimination and violence against T & I community and lack of access to national identity documents – Computerized National Identity Card (CNICs). The project will address these challenges/problems through working with Transgender & Intersex persons, Human Rights Defenders (HRDs)/CSOs, key relevant authorities (National Database & Registration Authority (NADRA), Social Welfare & Judiciary), media, civil society & government officials, key policy stakeholders including political leaders.

The overall objective is to contribute towards the protection and promotion of human rights and fundamental freedoms of Transgender & Intersex persons in Pakistan. The expected outcomes include:

(1) Enhanced capacity of TGs, HRDs, and CSOs;

(2) Increased awareness of T&I rights and registration for CNICs; and

(3) Improved policy framework and legal provision on the Rights of Transgender and Intersex persons.

The key approaches include:

  • Consultation as a prerequisite for relevant agenda-setting and work planning;
  • Leveraging inclusive and tolerant  voices/entities  for the rights of sexual minorities through HRDs/CSOs/TGs;
  • Building capacity on mechanisms to promote respect, inclusivity for and acceptance of the rights of T&I community;
  • Stimulating joint and action learning processes to deepen engagement with public and private stakeholders; and
  • Connectedness with Government of Pakistan initiatives.

Developing of a Mobile App and Training of 50 Human Rights Defenders/Community Support Organizations’ representatives to monitor rights violations and discrimination cases

One important component of this project is related to documenting, monitoring, reporting and responding to the cases/incidents of violation of rights of particularly Transgender & Intersex persons. This focus is aligned with the needs of this community as they experience persistent violence and discrimination at the hands of mainstream population. As part of this project a mobile application-based data/information gathering tool on incidence of violence & discrimination against Transgender & Intersex people will be developed and implemented in the course of the project. The aim is to devise a mechanism for documenting, sharing and reporting on incidents of violence and discrimination against these people in Lahore and Faisalabad. For this purpose, a Mobile Application will be developed with features of collecting, integrating, analyzing data/information on incidents of violence and discrimination against T&I community in Lahore and Faisalabad.

The prospective Consultant will develop and finalize mobile application comprising key features on recording immediate violations, collecting, documenting, and analyzing the cases/incidents of violation and discrimination against Transgender & Intersex persons. The Consultant IT expert will develop the Mobile Application and provide training to 50 HRDs/CSO representatives.

The Two-day training of 50 HRDs/CSO representatives will mainly focus on the use of Mobile Application for recording and monitoring cases/incidents of violation of rights of Transgender and Intersex persons. The IT expert hired for the purpose of developing an android based Mobile Application will also be responsible for providing training to the 50 HRDs/CSO representatives on installation and operating all the features. Whereas, FACES Pakistan will provide the mobile phone sets to HRDs/CSO representatives for reporting the cases of violations of rights to LGBTI persons.

The idea is that the Mobile Application will ultimately benefit the T&I community who will be able to report any incident of violence or discrimination against them. They will seek help/support in order to address their grievances through systematic system of reporting and responding to the incidents of violence and discrimination.  The App will be a recording and sharing system to connect the victims/survivors with helplines of support such as NGOs, police, lawyers and rescue, as well as the trained HRDs who will receive information of the specific violations through the App and be able to support the acquisition of justice for the transgender and intersex victims of violence and justice.

Cascade training on mobile App by 50 HRDs/CSOs to 500 LGBTI people – The application will be developed by the IT expert with user capacity of over 10000 users. Initially the app will be installed on the mobile devices provided by the project to 50 trained HRDs/CSO representatives who will start using and acting upon to document, report & respond on incidents of violence and discrimination. This application will be adopted by other members of the T&I community thus enhancing the social networking of this vulnerable segment of population. Android mobile sets will be provided to the trained HRDs/CSOs. During the training course, the 50 HRDs/CSOs will learn and practice the key features of the Mobile Application. And after receiving training they will start reporting cases of violations of rights of LGBTI persons in their respective areas.  The IT expert will work out a solution to link this mobile app with Rescue 1122 systems so that any complaint is automatically forwarded to their response system.
